What the phrase legally means

An unqualified Made in USA claim is governed by the Federal Trade Commission's Made in USA Labeling Rule, 16 C.F.R. Part 323, which codified a long-standing standard: the product must be all or virtually all made in the United States.

The FTC spells out what that requires — that final assembly or processing occurs in the United States, that all significant processing occurs in the United States, and that all or virtually all components are made and sourced in the United States. The product should contain no, or negligible, foreign content.

That is a high bar, and it is meant to be. A great many products a shopper would casually call American-made cannot make the unqualified claim, and the sellers who understand this say something narrower instead.

The qualified claims, and why they are the honest ones

When a product does not clear the all-or-virtually-all bar, the FTC permits qualified claims that describe the domestic content accurately. These are not weasel words. They are the correct claims, and seeing one is a mild positive signal — it usually means somebody read the rule.

Assembled in USA

Permissible when principal assembly happens domestically and constitutes a substantial transformation. Common and legitimate for leather goods cut and stitched here from imported hide.

Made in USA of imported parts

Exactly what it says. The work is domestic, the material is not.

Designed in USA, made elsewhere

A process claim. It tells you where the thinking happened and, by omission, where the making did not.

60% U.S. content

A percentage claim. Rare on gift listings, and a good sign when you see one.

All of these still have to be truthful, substantiated, and must not imply more domestic content than actually exists.

Under the standard above, that is not an unqualified Made in USA product — the leather is imported. It is a domestic-workmanship claim with the material named, which is the honest way to put it, and the object is genuinely well made.

We are pointing at this rather than hiding it because it is the exact distinction the phrase obscures. Leather is the category where it comes up constantly: several of the world's best tanneries are in Italy and Japan, so a great deal of excellent American leatherwork is cut from imported hide. How to check a listing in about thirty seconds

1. Read the product details, not the title. Titles are keyword real estate. The details section is where representations live.
2. Look for the specific form of words. Made in USA, Assembled in USA, Made in USA of imported parts and Handmade in the USA are four different claims. Note which one is actually on the page.
3. Open the maker's storefront. A domestic studio usually names a state, often a town. Resellers name nothing.
4. Treat a bare flag as decoration. A flag graphic is not a claim and nobody is accountable for it.

Categories where domestic really is the norm

Some crafts on Amazon Handmade are overwhelmingly American-made because the economics do not favor importing them — the object is heavy, cheap to make relative to shipping, or too variable to mass produce.

The boards are the clearest case. A twelve-pound end grain block is expensive to ship and cheap to make near the timber, which is why cutting boards is the category where a Made in USA claim is both common and usually true.

If it has to be American-made

Start with the four picks above, then widen into woodcraft and candles, which are the two crafts where you will have the least trouble finding domestic work at a normal price. For a recipient rather than a category, gifts for dad and gifts for home cooks lean heavily on the same shortlist.
